Search API

Global search across the system. Returns a bare JSON array of hits sorted by area title. If {search} is exactly the id of one of the matching records, the handler instead sends an HTTP 302 `Location` redirect to that record's UI page and stops. An invalid or unknown API key returns HTTP 200 with the `ErrorResponse` envelope `{"success": false, "description": "invalid key"}`; the handler's other failures use the same envelope with a different `description`.
